The instant action is before this Court upon the appeal of Warren K. Hollinghead [“Appellant”], from an October 2, 2009, circuit court order denying his Petition for Review upon the Sheriff of Greenbrier County’s denial of the renewal of Appellant’s concealed weapons permit. Herein, Appellant asserts that his application for renewal of his concealed weapons license was wrongfully denied because the circuit court failed to properly apply W.
