Dear Ms. Landrieu and Members of the State Bond Commission:
As you know, after the passage of Act 813 and Act 1044, I received several requests for opinions concerning the State's debt limitation laws. In particular, I received requests from the State Bond Commission (the "Commission") regarding the application of the debt limitation provisions to particular bond issues, for example, the borrowing by the Louisiana Insurance Guaranty Association, the proposed borrowing by the Louisiana Health Insurance Guaranty Association and the Jena-LaSalle juvenile detention facility to name but a few.
