On December 22, 1987, the Saugus board of selectmen (board), acting in its capacity as the licensing authority for the town of Saugus, voted “to revoke and cancel, under [G. L. c. 138, § 77], the . . . All Alcoholic Beverage License” of Saugus International Airport Restaurant & Pub, Inc. *915(International). Under the authority of the same statute, International then appealed from that decision to the Alcoholic Beverages Control Commission (commission).
