MEMORANDUM OPINION
BATTISTI, Chief Judge:
The estate of Arthur I. Crawley, deceased, objects to the Report of The Special Masters in its disallowance of the claim for loss of prospective inheritance and in the alleged inadequacy of the award for pain and suffering. The sec ond claim is rejected. The first claim raises a more important issue and is deserving of analysis. This question is whether sole surviving next of kin who are the deceased’s brothers and sisters and their children may receive the rights to succession which would have gone to the deceased parents had they been alive, in the…
