dissenting; I respectfully dissent for the reasons stated by the court of appeal, 356 So.2d 114 (La.App. 3d Cir. 1978). I would not disturb the administrative interpretation of a statute which can equally well be construed to accord with the agency’s view in the context of its field of expertise.
