This case arises out of an appeal on the record from the Workers’ Compensation Commission pursuant to Maryland Code (1991, 2008 Repl.Vol., 2013 Cum.Supp.), § 9-745 of the Labor and Employment Article. 1 Petitioner Richard A. Elms (“Elms”) presents two issues for our review.
