Appeal from a judgment of the Supreme Court (McGuire, J.), entered May 14, 2015 in Sullivan County, which granted petitioners’ application, in a proceeding pursuant to CPLR article 78, to annul a determination of respondent deny ing a waiver of certain regulatory requirements as applied to petitioners Sean Menon and Dawn Menon.
