Between 1984 and 1991, James Gladden was paid $77,984.30 in social security disability insurance benefits. It has now been determined that Mr. Gladden was not entitled to these benefits, because he had been engaging in substantial gainful activity during all or most of that period of time. The issue of substantial gainful activity is not now contested. Mr. Gladden did, however, ask the Social Security Administration to waive its right to recover the overpayment.
