To an understanding of the nature and status of the instant proceeding, a brief review of prior proceedings in this case is necessary.

Plaintiffs Seatrain Lines, Inc. and Sea-Land Service, Inc., both corporations of the State of New Jersey, hereinafter Seatrain, are common carriers by water, certificated by the Interstate Commerce Commission, hereinafter Commission, and subject to Part III of the Interstate Commerce Act, 49 U.S.C. § 901 et seq.
