Plaintiffs brought this case pursuant to the Antiterrorism Act of 1992, 18 U.S.C. § 2331 et seq. (“ATA”), as well as several non-federal causes of action. Defendants, the Palestine Liberation Organization (“PLO”) and the Palestinian Authority (“PA”), move for summary judgment in their favor to dismiss all of the counts -in the First Amended Complaint. (Def. *512Mem., ECF No. 497.)
