Article 11 of the Retirement and Social Security Law, enacted in 1973, established a new framework for determining the eligibility of and the amount of benefits for those who became members of a public retirement system, *269including the New York State Teachers’ Retirement System, on or after July 1,1973 but prior to July 1,1976.
