COFFIN, Senior Circuit Judge.
This Puerto Rico political discharge case was brought by five regional directors of the Department of Commerce against former Secretary Aquino in his individual and official capacities. 1 Plaintiffs prevailed in the district court after a non-jury trial of several days. The district court ordered their reinstatement with back pay, compensatory damages in the amount of $48,000, punitive damages in the amount of $5,000, and attorney’s fees.
