JOHNSON, Justice.

Appellant Denver City Independent School District appeals from the trial court’s dismissal of its suit against appel-lees Michael Moses, Commissioner of Education, and the Texas Education Agency for lack of jurisdiction. Appellant sued for declaratory judgment concerning agreements for the purchase of attendance credits for 1998-99 and prior school years.
