Appeal from a district court judgment of conviction for the crime of perjury.
The principal issue raised by the appeal is whether one charged with the crime of perjury in this state can be found guilty where the false testimony was given in proceedings which were initiated because of a regulation which could have been successfully attacked directly as an encroachment upon personal liberties protected by the Federal and State Constitutions.
