Dale Taylor brought this 42 U.S.C. § 1983 action against Uintah County Sheriff Lloyd Meacham, in his individual and official capacities, claiming he — Mr. Taylor — was illegally arrested, charged with capital homicide in connection with a murder and rape which occurred twenty years previously, and jailed for seven weeks. When DNA tests led County authorities to drop the charges against Mr. Taylor, he was released from custody.
