I.BACKGROUND
Plaintiff Lawrence Savoca (“Savoca”) was convicted in 2004 of conspiracy to commit robbery and attempted robbery under 18 U.S.C. Section 1951(a), use of a firearm during the commission of a crime of violence under 18 U.S.C. Section 924(c)(l)(A)(iii), and possession of a firearm after three previous felony convictions under 18 U.S.C. Section 922(g)(1).
