Appellee Center Utilities, Inc. (Utilities) is a duly franchised rural sewage disposal utility serving some 200 homes in an area of Center Township of Lake County southwest of the Town of Crown Point. 1 In 1965, when Utilities was then serving 163 homes, all its capital stock was acquired by Mr. and Mrs. William F. Brunt who now 2 manage and operate it.
