MEMORANDUM OPINION (March 21, 2022) On January 14, 2020, Plaintiff Jermaine Woods filed a complaint against the District of Columbia and Metropolitan Police Department Officer Daniel Leo, based on Officer Daniel Leo’s alleged decision to fire multiple bullets at Plaintiff on January 18, 2017.
