Appellant, Blanche D. Moore, sued appel-lee, A. T. White, Tax Assessor-Collector *534representing the City of Corpus Christi, the Corpus Christi Independent School District, and the Corpus Christi Junior College District, hereafter called “City Defendants,” and appellee, Richard D.
