STATEMENT OF THE CASE

We are asked to decide whether a trial judge's "salary," which is used to calculate retirement benefits, includes the voluntary salary supplement that counties may pay their judges ("county supplement"). Kathy-lyn Stuart Mance and William D. Stephens, individually and as representatives of a class of retired judges and their beneficiaries (collectively the "Class"), challenge the administration of the judges' retirement fund by the Board of Directors of the Public Employees' Retirement Fund ("Board").
