Plaintiff in certiorari, Robert J. Hearity, represented Thomas DeTimmerman and his parents, Charles and Luetta DeTimmer-man, as their attorney in a lawsuit against the City of Oelwein and two Oelwein police officers in the Iowa district court for Fay-ette County. The court granted a motion for summary judgment by the City and the police officers to enforce a settlement.
