Plaintiff-appellant Michael Alan Crooker (Crooker) submitted a request to the Bu reau of Alcohol, Tobacco and Firearms (BATF or Bureau) for certain documents under the Freedom of Information Act (FOIA), 5 U.S.C. § 552 et seq.
