Appellant appeals the judgment of the Franklin County Court of Common Pleas affirming appellee’s decision approving the transfer of territory from the Cleveland City School District to that of appellant. The subject area is located in the northeast corner of the city of Garfield Heights (“Garfield Heights”) bordering the southeast section of the city of Cleveland (“Cleveland”).
