MEMORANDUM OPINION AND ORDER. MARTHA VÁZQUEZ,-UNITED STATES DISTRICT JUDGE
THIS MATTER comes before the Court on Plaintiff State of New Mexico’s Motion to Remand and for Costs and Memorandum iti Support [Doc. 60]. Defendants timely responded [Docs. 73, 74] and Plaintiff replied [Doc.75].
