This is a case of mandamus, and the facts are as follows: In August last the relator applied to the Board of Pilot Commissioners of the port of Pensacola to be examined in accordance with Chapter 3221, entitled “ An Act to fix'the *622license tax of stevedores,” approvedMarch 7, 1881, as to his qualifications to be a stevedore for such port, and was examined and reported on favorably by the examining board, and on October 19 received from the Pilot Commissioners a certificate of competency as a contracting stevedore for such port and a permit for a license as such.
