The Pennsylvania Liquor Control Board has appealed from the order of the Court of Quarter Sessions of Philadelphia County directing the issuance of a club liquor license to the Neptune Club.

By section 404 of the Pennsylvania Liquor Control Act, as amended July 18, 1935, P. L. 1246, it is provided that there shall be no appeal from the order of the court of quarter sessions, sustaining the refusal of the Liquor Control Board to issue a license or ordering the issuance of the license to the applicant.
