Plaintiff William Sumner Scott (“plaintiff’ or “Scott”), proceeding pro se, brought this suit on June 26, 2014, alleging violations of his First, Fourth and Fifth Amendment rights, abuse of process, extrinsic fraud, and deprivation of rights under 42 U.S.C. § 1983, against Defendants Steven A. Frankel (“Frankel”) and the United States Commodity Futures Trading Commission (“Commission” or “CFTC”).
