MEMORANDUM OPINION

GLEN M. WILLIAMS, District Judge.

I. INTRODUCTION

The plaintiff, W. D. Suddarth, has initiated this action pursuant to 42 U.S.C. § 1983 seeking compensatory and punitive damages, backpay, reinstatement and injunctive relief. Jurisdiction attaches pursuant to 28 U.S.C. § 1343. The plaintiff alleges that he was deprived of his constitutional rights to due process, freedom of association and equal protection of the law when his employment with the Virginia State Police (hereinafter called Department) was terminated for disreputable conduct.
