RADER, Circuit Judge.

The United States Court of International Trade ordered the Department of Labor (Labor) to notify former employees of Quality Fabricating, Inc. (Quality) that they qualify for secondarily-affected worker benefits, to explain these benefits to the former Quality employees, and to provide the court with status updates demonstrating Labor’s compliance with the court’s order.
