Appellant, who was not a citizen of Maryland, was indicted by the Grand Jury of Prince George’s County, Maryland, for committing a rape on a citizen of Virginia. The crime occurred on August 4,1945, on a steamboat running on the Potomac River, from Norfolk to Washington, and passing through Prince George’s County, although at the time of the crime, the evidence shows it was in the waters of Charles County.
