Appellants, Bay City Federal Savings and Loan Association and Wharton County Savings and Loan Association, appeal from the judgment of the district court of Travis County sustaining the order of the Savings and Loan Commissioner of Texas granting a charter for Matagorda County Savings Association to be located in Bay City.
