QUESTION PRESENTED AND CONCLUSION

Question: Does article IX, Section 1(1) of the Colorado Constitution require the term of the current at-large member of the State Board of Education, who was elected for a six-year term at the 2000 general election, to terminate upon the commencement of the term of the new member of the State Board of Education to be elected from the Seventh Congressional District at the 2002 general election or may the current at-large member continue to serve on the State Board for a full six-year term?
