On July 7th, 1891, William 3D. Salter was elected by the board of council men of the city of Bayonne treasurer of that city, under and by virtue of the provisions of an act of the legislature entitled “An act to authorize the election of a city treasurer in cities of the second class for a longer term than two years,” approved March 17th, 1891.
