The claimant sets forth in his petition that on the 28th day of April, 1849, one Daniel Sahara,ns entered into an article of agreement with James Collier, then collector of customs at the port of San Francisco, California, for a large warehouse for the use of the United States in that city, on a site to be selected by the collector. The building was to. be finished and ready for occupancy by the 1st of September, 1850, at a rental to be fixed by the collector and approved by the Secretary of the Treasury.
