MEMORANDUM AND ORDER

The original complaint in this case was filed pro se on January 25,1984 by Clifford Ross, then an inmate at the Westville Correctional Center in Westville, Indiana. The pro se complaint purported to allege claims under Title 42 U.S.C. § 1983 and invoked this court’s jurisdiction under Title 28 U.S.C. §§ 1331 and 1343(3) and (4). There were subsequent amendments to the complaint adding parties.
