OPINION

EDWARD WEINFELD, District Judge.

This action challenges again the directive of the New York City Board of Education (“City Board”) to the Community School Board of District No. 3 (“Local Board”) that the school day on Mondays and Fridays be shortened by forty-five minutes in all public schools throughout the city.
