The State of Missouri, “on behalf of that class of persons who have paid or are paying tolls on the Chain of Rocks Bridge, extending from the City of St. Louis into the State of Illinois,” and the Missouri State Highway Commission, brought suit in the St. Louis Circuit Court against the City of Madison, Illinois, owner of the bridge, alleging that Madison was collecting illegal and excessive tolls from users of the bridge.
