By this application it is sought to compel the issuance to the Frontier and Western Railroad Company of a certificate of public convenience and a necessity; as provided by section 9 of the Railroad Law (Consol. Laws, chap. 49; Laws of 1910, chap. 481) and section 53 of the Public Service Commissions Law (Consol. Laws, chap. 48; Laws of 1910, chap. 480). This fine of railroad is proposed to commence in the town of Tonawanda, Erie county, at the point where the projected line of the Buffalo Frontier Terminal railroad approaches nearest to the International bridge over the Niagara…
