Before this Court in these consolidated cases are cross motions for summary judgment in the first case, and the government’s motion for summary judgment in the second. In the first case, the United States sought civil forfeiture of the proceeds from the sale of several thousand lobster tails seized as imported into the United States in violation of the Lacey Act, 16 U.S.C. § 3371, et seq.
