KASOLD, Chief Judge:

Veteran James L. Parrish appeals through counsel that part of a February 9, 2009, decision of the Board of Veterans’ Appeals (Board) that denied disability compensation for chronic obstructive pulmonary disease (COPD) and pulmonary fibrosis,1 both claimed to be a result of in-service radiation exposure, because the disabilities are not service connected.
