This appeal involves a substantial question of law concerning the interpretation of Rule 3.1 of this court’s Rules of Criminal Procedure. Specifically, the appeal requires us to determine the extent to which an officer, during a traffic stop, may detain a person whom the officer suspects of committing a separate, drug-related offense.
