This awkward case, whose genesis, according to the pleadings, consisted of certain circumstantial insinuations, came on to be heard upon a consolidated action based upon a petition for writ of *43certiorari and complaint for declaratory relief filed by Hills-borough County, and a petition for writ of certiorari filed by Anthony T. LoCicero.
