This case involves a construction of the Fair Employment Practices Act of 1978 (Code Ann. Ch. 89-17). One of the stated purposes of the Act is: “To provide for execution within public employment in the State of the policies embodied in Title VII of the Federal Civil Rights Act of 1964 ... as amended by the Equal Employment Opportunity Act of 1972 . . .” Code Ann. § 89-1702 (a)(1).
