(dissenting). A county resident may not bring a challenge on environmental grounds to a county local law which produces undifferentiated area-wide environmental effects unless it can show that it suffers a "special injury” which is different in kind or degree from that suffered by the community at large; thus, an assertion of environmental harm potentially available to every resident is insufficient to confer standing (majority opn, at 778).
