STEINBERG, Judge:

The appellant, veteran Orland R. Marsh, appeals through counsel a September 16, 1997, Board of Veterans’ Appeals (Board or BVA) decision concluding that he had not submitted a timely Notice of Disagreement (NOD) as to a Department of Veterans Affairs (VA) regional office (RO) decision denying his claims for service connection for post-traumatic stress disorder and a back condition. On June 3, 1998, the Secretary filed a motion for single-judge affirmance, and on June 22,1998, the appellant filed a response. This appeal is timely. For the reasons that follow, the Court will…
