Plaintiff David Jack Barouch brought this pro se lawsuit under the Freedom of Information Act (“FOIA”) and the Privacy Act of 1974 against defendants the United States Department of Justice (“DOJ”) and the Bureau of Alcohol, Tobacco, Firearms, and Explosives (“ATF”), a component of DOJ. Plaintiff and defendants have cross-moved for summary judgment.
