Proceeding pursuant to CPLR article 78 (transferred to this court by order of the Supreme Court at Special Term, entered in Broome County) seeking an amendment of a decision by the Commissioner of the Broome County Department of Social Services, which denied petitioner a grant to provide for the additional cost of meals for a person unable to prepare meals at home.
