Petitioner-Appellant Billy Ray Irick, a Tennessee death-row prisoner represented by counsel, appeals the district court’s judgment denying his motion requesting the court to expand or clarify the extent of his attorneys’ representation under 18 U.S.C. § 3599(e)-(f).
