In this action, plaintiff Joseph Skomorucha alleges that the defendants, the Wilmington Housing Authority (“Housing Authority”) and its Executive Director, Earl Phillips, violated his rights under the United States Constitution and the Civil Rights Act of 1964, by terminating his employment with the Housing Authority. Plaintiff, formerly the Comptroller and Treasurer of the Housing Authority, seeks reinstatement and damages.
