This Court granted petitions for certiorari filed by the Alabama Department of Environmental Management (“ADEM”); the Business Council of Alabama and the Alabama Pulp and Paper Industry Environmental Group; and the Alabama Environmental Management Commission (“AEMC” or “Commissioners”).
